Why does the library only lend to Des Moines and Windsor Heights patrons?

The 3M Cloud Library is licensed from 3M based on our population.  Des Moines Public Library has paid for the population of Des Moines, plus the population of Windsor Heights, who contracts with DMPL for full library service. The population of the entire state of Iowa is not included due to prohibitive cost, and due to its being more the mission of cooperatives of libraries rather than this one public library.  Please visit your home library for additional e-book services that may be offered there.  Thank you!
