Why Can't I E-File In The Library?

The IRS web site prominently features "FREE e-file" services. The Des Moines
Public Library cannot be one of these free e-file sites. Legal authorities specifically
recommend against the use of tax programs on public Internet workstations. Some
browser software may store information on the workstations even after a customer
signs out. This raises the issue of potential library liability regarding personal financial
information using library computers.

In addition, when e-filing, your Web browser must accept permanent cookies, and library
computers do not. Often, special software must be downloaded and installed; libraries do
not allow outside software to be installed on public computers. Customers must often have
an email address to get password, help or other services, and a permanent individual Internet
Protocol address for their browser. Multiple sessions may be required for filing, and time
requirements by the e-filing agency may not fall within library time restrictions on Internet use.

In addition, all e-filing agencies require that the customer print out materials. Some free
services have an age limit requirement. Some free services have income limit requirements.
Some free services only cover specific forms like 1040EZ. Some free services have residency requirements. Some only offer the form completion for free, and charge for filing. Some charge
for help, have no help or limit it to online chat or email.
